The f16 has better avionics (radar/radar warning reciever etc.) than the MiG 29 & is therefore the better aircraft until you hit the merge.
In close combat the MiG-29 is probably the better of the two. The performance of the MiG-29 is better & the russians have some missiles which have great capabilities in a close combat environment. A big disadvantage of the MiG-29 is the large fuel consumption which reduces the combat radius.
I personally prefer the f16 because of its better avionics. Most "kills" today are stand-off and actual dogfights are rare.
