Do I Have to be Born in the U.S to be a U.S fighter pilot? even if i turn a U.S citizen after living in the U.S for the rest of my life?

No, you need to be a US citizen before you attend Field Training, which takes place usually between your sophomore and junior year of college (AFROTC).
